Can Empuriabrava improve it's image?

In 2008, the town of Empuriabrava has had some really bad press. This has been mainly because of the ongoing crisis between the owners of moorings and houses in the town and the Spanish government who is trying to take land from them.
As someone who has lived in the town for the past 7 years, it's not only 2008 that has given Empuriabrava a bad name, it can do that all by itself.

The town in need of a huge cash boost to improve it's look, which is disgusting.

Take the beach front for instance, who would want to spend their summer there?
It's like a huge waste land of dog excrement, and sand. I'm not talking about the beach, i mean the area between the beach and the road, it's disgusting.

Also the entrance to the town is so unappealing, empty warehouses and scrub land!
If you were thinking of purchasing a house in the town which you had never visited and were promised it to be a paradise of canals and million euros homes, i think you might be a little dissapointed.
