Empuriabrava Mooring Problems.
Empuriabrava Moorings are still basically in limbo, stuck between the owners and the Government trying to take their property. In September 2600 will be called upon to finalize what part of the Canals and Moorings will be taken and owned by the Government. The same problem is also happening in Santa Margarida, the Mayoress of Roses will be travelling to Madrid to fight on behalf of the town to try and keep the moorings and canals seperate from the Spanish Coastal Law.
I guess time will tell, from the meeting in Madrid in August and the meeting for the mooring owners in Empuriabrava in September.

Because enough is enough!
As homeowners of the marina EMPURIABRAVA, we need our own political party, taking into account the need to protect ourselves and to be heard.
For years we, homeowners of Empuriabrava, have been used as a cash cow by the city of Castello d'Empuries. Even if most owners are not or were not interested in local political parties, it should change now because it seems absolutely necessary.
The new municipal council has promised at the last elections, to reserve a better listening to citizens than its predecessors.
Therefore this was simply voter fraud!
For example, one can cite the unreliability of promises about the deepening of channels if we accept 4.50 euros per square meter annual fee. One year later, they are talking about expropriation of 6 metres of land along the canal, on which we have already built pools and retaining walls built with permission of the Town Hall, and about 15 euros per sq. m annual fee to cover expenses (width by post is arbitrarily established to 3 meters).
This represents an increase of over 300% in 1 year time, and a totally different approach, a total uncertainty about the costs for next year, a lack of transparency and dialogue and a total disregard of the duration and content of leasing contract, regardless of formal defect because no official notification has been sent to every individual concerned.
The cost for the work of "all the sewer" in Empuriabrava shall not be transparent, how is it possible that implementation costs have increased enormously in recent years, while labour and construction materials have modestly increased and that the work equivalent to the village of Castelló were 10% to all residents? Indeed, residents of the marina have been approached to 90% of the capital budget, reflecting an unequal citizen before tax, in contravention of the provisions and the jurisprudence of the European Court of Justice.
The inhabitants in Castelló get 50% of the outside painting reimbursed by the town, if they use one of the various colours chosen by the municipality.
From now on, all houses in Empuriabrava should be painted, with our money, in white only.
Also, as of this day our verandas may no longer have balustrades, but have to be equipped with iron fences again.
The Municipality of Castello d'Empuries has crossed the limits unacceptably and we must respond to both excess and inequity.
The objectives of the party that we create with your help and support include:
· Studying the possibility of autonomy of the marina Empuriabrava separate of Castello d'Empuries, with a Council for independent party, to control our own budgets and unequal treatment;
· Therefore, all revenues will be devoted to Empuriabrava and will not be diverted to other uses;
· Transparency in procurement (including sewage, gas and telephone);
· Transparency in respect of payment of civil servants and municipal employees, and reimbursements and justification expenses;
· Transparency in respect of municipality tax (including income tax);
· Council meetings will be held in Spanish, the language universal, and all decisions will be published in at least 6 major languages;
· Researching the delay in the maintenance of canals;
· The justification for the use of taxes already paid for many years in that capacity;
· The allocation of municipal taxes to the maintenance of canals;
· The construction of sidewalks Empuriabrava after the work of "all the sewer" and so on
We want a representative and interlocutor in the administration of each nationality of residents who now live in Empuriabrava in a European spirit.

Maintenant cela suffit ! Trop, c’est trop !
Nous avons besoin pour les propriétaires de la marina d’EMPURIABRAVA de notre propre parti politique, compte tenu de la nécessité de nous protéger et d’être entendus.
Nous, propriétaires de maison d’Empuriabrava, avons été pendant des années utilisées comme une vache à lait par la ville de Castello d’Empuries, et même si la plupart des propriétaires ne sont ou n’étaient pas intéressés par les partis politiques locaux, cela devrait changer maintenant car cela semble absolument nécessaire. Le nouveau conseil municipal a promis, lors des dernières élections, de réserver une meilleure écoute aux citoyens que ses prédécesseurs. Cela a été carrément un MENSONGE aux ELECTEURS !
A titre d’exemple, on peut citer le manque de fiabilité des promesses, au sujet de l’approfondissement des canaux si nous acceptions 4.50 euros par m² de redevance annuelle. Un an plus tard, il est question de l’expropriation de 6 mètres de terrain le long du canal, sur lesquels nous avons déjà construit piscines et les murs de soutènement construit avec la permission de l'Ayuntamiento, et environ 15 euros par m² de redevance annuelle pour couvrir les dépenses (la largeur par poste est établie arbitrairement à 3 mètres). Cela représente sur 1 an une augmentation de plus de 300%, et une approche totalement différente, une incertitude totale sur les coûts pour l’année prochaine, une absence de transparence et de concertation, et une méconnaissance totale de la durée et du contenu du contrat d’amodiation, indépendamment du vice de forme car aucune notification officielle n’a été adressée individuellement aux intéressés.
Le coût pour les travaux de « tout à l’égout » dans Empuriabrava n’est pas d’avantage transparent ; comment est-il possible que les coûts d’exécution aient augmenté énormément en quelques années, alors que la main d’œuvre et les matériaux de construction n’ont que peu augmenté, et que les travaux équivalents pour le village ancien de Castello étaient 10% pour les habitants ? En effet, les résidents de la marina ont été sollicités à 90% du budget d’investissement, ce qui traduit une inégalité du citoyen devant l’impôt, en infraction avec les dispositions et la jurisprudence de la Cour Européenne de justice.
La Municipalité de Castello d’Empuries a franchi des limites inacceptables et nous nous devons de réagir devant tant d’excès et d’in équité.
Les objectifs du parti que nous créons avec votre concours et adhésion sont notamment :
· Etudier la possibilité d’autonomie de la marina d’Empuriabrava par rapport à Castello d’Empuries, avec un Conseil pour partie indépendant, pour maîtriser nos propres budgets et les inégalités de traitement ;
· Ainsi, toutes les recettes d’Empuriabrava seront consacrées à Empuriabrava et ne pourront être détournées à d’autres usages;
· La transparence dans la passation des marchés (y compris les eaux usées, gaz et téléphone) ;
· La transparence au titre du paiement des fonctionnaires et employés municipaux, et les remboursements et justifications de frais ;
· La transparence au titre des recettes fiscales (notamment impôt locaux et patrimoniaux) ;
· Les réunions du Conseil devront se tenir en Espagnol, langue universelle, et toutes les décisions devront être publiées dans au moins 6 langues principales ;
· La justification sur le retard pris dans l’entretien des canaux ;
· La justification de l’emploi des taxes déjà payées depuis de nombreuses années à ce titre ;
· L’affectation des taxes municipales à l’entretien des canaux ;
· La construction des trottoirs d’Empuriabrava après les travaux de « tout à l’égout » etc ...
Nous voulons un représentant et interlocuteur dans l’administration de chaque nationalité des résidents qui vivent aujourd’hui dans Empuriabrava dans un esprit européen.

WIJ HEBBEN ALS INWONERS VAN EMPURIABRAVA EEN EIGEN POLITIEKE PARTIJ NODIG OM ONS TE BESCHERMEN EN OM GEHOORD TE WORDEN.
We hebben ons als inwoners van Empuriabrava jarenlang als melkkoe laten gebruiken door de gemeente Castello d’ Empuries en de meeste bewoners zijn/waren ook niet geïnteresseerd in de plaatselijke partijpolitiek, maar dat moet nu veranderen want het blijkt momenteel hard nodig te zijn.
De nieuwe gemeenteraad beloofde bij de laatste verkiezingen meer oor te hebben voor de burgers dan hun voorgangers.
Dat was dus ronduit KIEZERSBEDROG!!!
Als voorbeeld moge dienen de "onbetrouwbare beloften", over het uitdiepen van de kanalen dat eenmalig 4,50 euro per m2 zou gaan bedragen. Een jaar later wordt er gesproken over onteigening van 6 meter grond langs het kanaal, waarop wij al zwembaden en muurtjes gebouwd hebben met toestemming van het Ayuntamiento, en over 15 euro per m2 aan kanaalkosten (ligplaatsbreedte x een arbitraire 3 meter).
Dat is in 1 jaar een verhoging van meer dan 300 procent en een totaal andere insteek dan 1 jaar geleden, totale onzekerheid over de kosten voor volgend jaar en geen enkele transparantie. Bovendien een totale ontkenning van de koopcontracten, nog los van het feit dat er geen enkele officiële aanschrijving is geweest, geadresseerd aan alle belanghebbenden.
Ook de kosten voor de “nieuwe rioleringen” in Empuriabrava zijn niet transparant, hoe is het namelijk mogelijk dat de aanlegkosten zo enorm zijn gestegen in een paar jaar tijd, terwijl de loonkosten en het bouwmateriaal maar een paar procent omhoog zijn gegaan, terwijl bij navraag de aanleg in het oude Castelló voor 10% is gedaan. De inwoners van Empuriabrava daarentegen moeten 90% van de gebudgetteerde investering betalen, dit betekent een ongelijkheid in het behandelen van de inwoners van deze gemeente hetgeen strijdig is met de jurisprudentie van het Europese hof van Justitie. In Castelló krijgen de bewoners 50% van het buiten schilderwerk vergoed door de gemeente en mag men kiezen uit verschillende kleuren, in Empuriabrava moeten de huizen vanaf nu alleen nog maar wit geschilderd worden en mogen de veranda’s ook niet meer worden afgezet met balustrada’s, maar moet dat weer met ijzeren hekken.
Castelló d' Empúries heeft een lijn overschreden en daar moeten wij met zijn allen wat aan gaan doen om verdere excessen en ongelijkheden te voorkomen.
Doelstellingen van de Partij zijn ondermeer:
· Onderzoeken of afscheiding van Castelló d' Empúries naar een zelfstandige gemeente Empuriabrava haalbaar is.
· Dus alle inkomsten uit Empuriabrava alleen besteden in Empuriabrava.
· Transparantie bij aanbestedingen (o.a. riolering, gas en telefoon).
· Transparantie tav ambtenaren betalingen en vergoedingen.
· Transparantie tav belasting inkomsten (met inbegrip van de inkomstenbelasting)
· Raadsvergaderingen in het Spaans houden, de universele taal, en alle beslissingen bekend maken in minstens 6 talen.
· Onderzoek doen naar het achterstallig onderhoud van de kanalen
· Onderzoek doen naar de kanaalbelasting die al jarenlang betaald is.
· Kanalen onderhoud betalen uit de gemeentelijke belastingen
· Trottoirs in geheel Empuriabrava nadat de rioleringswerken hebben plaatsgevonden

WIR BRACHEN ALS EINWOHNER DER MARINA EMPURIABRAVAS EINE EIGENE POLITISCHE PARTEI, UM UNSERE BEDÜRFNISSE UND RECHTE ZU VERTRETEN UND GEHÖRT ZU WERDEN.
Wir, die Bewohner von Empuriabrava, wurden seit Jahren wie eine Kuh gemolken und die meisten Bewohner sind bis jetzt an Lokaler Parteipolitik wenig interessiert aber, das sollte sich nun ändern und scheint jetzt absolut notwendig..
Die gemeintevertreter haben bei den letzten Wahlen mehr Ors als die Vorgänger den Bürgern versprochen,. Dieses Versprechen hat sie nicht gehalten.
Als Beispiel dienen könnte die unzuverlässige Zusage über die Vertiefung des Kanäle, dass einmalig 4,50 Euro pro m2 betragen würde und ein Jahr 15 pro m2 geworden ist (eine willkürliche Liegeplatz Breite x 3 Meter), das ist in einer Jahres ein Zuwachs von mehr als 300 Prozent und auch noch dass entlang der Kanäle 6 meter Grondstücksbreite enteignet zu werden, wo wir bereits Schwimmbäder und Mauern gebaut haben mit Genehmigung der Stadt.
Insgesamt besteht Unsichersheit und keine Transparenz über die Kosten für das nächste Jahr und keine Transparenz. Darüber hinaus wurden insgesamt Negation des Kaufvertrages, ganz abgesehen von der Tatsache, dass es keine offizielle dienen wurde an alle Beteiligten.
Die Baukosten für die neue Kanalisation auch in den letzten Jahren enorm haben zugenommen obwohl die Baustoff und LohnKosten nur um ein paar Prozent punkte angehoben wurden. Anfragen während der Bau im alten Castelló 10% für alle Einwohner. Die Bewohner von Empuriabrava sollten 90% der budgetierten Investitionen bezahlen, bedeutet dies, dass die Unterschiede bei der Behandlung der Bewohner dieser Stadt, die im Widerspruch zur Rechtsprechung des Europäischen Gerichtshofs
Castelló d'Empúries hat eine Linie überschritten, und wir wissen alles, was zu tun ist, weiter zu gehen, um diese Exzesse und Unzulänglichkeiten zu verhindern.
Forderung des Partei:
· Prüfen, ob die Trennung von Castelló d' Empúries zu erreichen ist.
· Investieren von Steuereinnahmen aüs Empuriabrava in Empuriabrava.
· Transparenz in Einnahme und Ausgaben (z.b. Kanaliserung, Gas und Telefon).
· Transparenz bei Beamte Zahlungen und Gebühren..
· Transparenz zu steuerlichen Belastungen.
· Ratssitzungen in spanischer Sprache, die universelle Sprache, und alle Beschlüsse veröffentlichen in mindestens 6 Sprachen.
· Erforschung der überfälligen Wartung der Kanäle.
· Erforschung nach ehemalige Canal Steuern?
· Kanäle Wartung aus dem kommunalen Steuern Zahlen.
· Trottoir ganz Empuriabrava nach der Abwasser-Werke stattgefunden haben. usw.
